Well, the actual rules of the tournament would be stated on the day of the tournament itself. Pretty much the basic stuff, such as making sure your deck is tournament legal, no stealing of cards or disorderly conduct, etc.
If you want to know about the Terms and Conditions of the tournament, I can e-mail you a copy if you want. It also appears on the registration forms at the pre-registration centers, as well.
If you're talking about the rules of the game itself, you can check www.upperdeck.com for more information.
If your friend wants to find out how the tournament is going to be set up, here's a breakdown:
Format: Advanced
Tournament Structure: 5 Match Round Robin tournament, Top 8 Elimination playoffs.
To elaborate on that last one, duelists will face off against each other in five rounds. So, even if you lose one round, you can dust yourself off and try to nail the other four matches. When the five rounds end, the top 8 performing duelists are then assigned to compete in elimination matches, each knocking out each other until one remains. The person who remains will have earned the right to face me and my Toon Deck for the grandest prize of all- The Nintendo Wii, as well as the title of Duelist Kingdom's 2008 King of Games.

All right, guys. I'm going to upload some shots of the Wii here.
Now, one thing I need to point out here. When we brought the Wii down from the States, we had to sacrifice the box it came in to make room in our suitcase for it. However, you will be getting all of the parts that come with the Wii anyway (I mean, it's not like you'll be battling for the box anyway.)

Here it is, in all of its glory.
Note that the control deck has been placed in a static proof bag (I got one when I bought a new hard drive), but I'll put up some shots here out of the bag so you guys can see it better.
Other than that, you'll see all of the parts that are included with the Wii, including:
- The Wiimote (complete with protective sleeve)
- The Nunchuk
- A copy of Wii Sports
- Instruction Guides (bundled with the Wii sports)
- Power Cord
- Input/Output Cables
- Radar Stand
...you'll have to forgive me. I didn't know the proper names for some of the parts, and I'm doing this in a bit of a hurry.
Anyway, you'll see all of the parts that should come with the Wii there in that picture, anyway.
