USB dongle question

everyttime i have to access my phone using the dongle, eg to store files, i need to use the phone and put "Allow exchange between phone-->>laptop"

Can i remove that all together?

my dongle sucks, everytime i wanna send a mp3..even a lil clip..it never sends..but the pictures always send.. :(
